Does the part represent the whole?

The current administration is voicing its intention to re-establish the defunct Philippine Constabulary (PC), which, according to them, will be manned by people from the Armed Forces. What does the intention suggest? Maybe just maybe, there was a lost of confidence, and doubt ensues on the part of the president in as far as loyalty. discipline and the ability of the police force to fulfill the mandate on the war against drugs. One cannot teach old dog new tricks so to speak. If ever, it will take some time, with accompanying uncertainty on the outcome that may prove beyond measure. And time is a luxury that this administration can't afford in relation to its promises, especially now that International human rights advocates had started to breathe behind their necks. Probably, the PC proponent may have found it logical to create another national police thru the PC, maybe, with the hope that things could restart with a clean slate, via indoctrination and redirection. But there could be a problem, the constitution and the pertinent enabling Republic Act (RA) allows only one police force, and only one police force, that is civilian in character. Even without and barring the legal impediments, in order to achieve the necessary transition, military oriented personnel will have to be similarly re-educated and tamed towards civil behavior and conduct, an option that again the PC proponent may have found and regarded as less difficult, than reorienting and drawing the current police force away from the fangs of crime and corruption. 

In relation to the foregoing, which of the following quotes appropriately reflect and could represent the mix of good and bad in the Philippine National Police viz a viz the institution itself? Is the Sum of the Parts Greater than the Whole? or, Is the whole greater than the sum of its parts? 

In as far as the current administration is concerned, its relevant plan of action to activate the Philippine Constabulary(PC) insinuates a definitive answer that manifest the causal connection. That is, the latter will be in lieu of the Philippine National Police (PNP).

The Black Nazarene

  The bible regarded the veneration of images and statue as idolatry. It has been said that it separate man from GOD. But why did the Catholic church initiate and administer processions of images? Even more, each has its own assigned day for feasting, celebration and procession. Is the catholic church polytheistic and hence in the practice of paganism? Why would tens of millions converged every January 9 to celebrate the feast of the Black Nazarene   barefooted and unmindful of rain or scorching heat? Why would thousands upon thousands amid risk of injury or death would forcefully hurled themselves into the disarray of humanity just to have a shot at no more than 50 feet of rope that connects to a “carossa”, that carried the image of the Black Nazarene? Transcending Filipinism

The term Filipinism by itself is Filipinism. It is uncommon in usage internationally, but somehow it made its way to world dictionaries and may refer to usage resulting from literally translating Tagalog words into English. These are English usage peculiar to and used only by Filipinos. Turn on/ off the lights is spoken as Open/ Close the lights; CR or Comfort Rooms are used instead of Toilets (The word “Toilet” has sensibility issue and considered unhygienic); Napkins are referred to as Tissue; Canteen is used instead of Cafeteria; Colgate means Toothpaste even though it’s a Close-Up; Refrigerator is generally called Frigidaire: Xerox is to photocopy even if the machines in use are UBIX, Brothers, etc. The preceding examples demonstrate that Filipinism is beyond lingual.  It is about tradition, customary practice and generally accepted norms that manifest in  language and its usage.
